Yeah it is a Silver, they don't really get that big head and hump back until they get a bit larger. The difference often continues to get more dramatic as they get bigger.
The give away in this pic is what I now call the "derp-lip" that silvers have. Body color can be worthless. I know places where every Golden is silver and other places where every Redhorse, including silvers, are brassy in color.

It looks like a golden. I'm not too sure, but I'm 70% sure. Silvers have bigger heads, and they are more grayish. They also have a more robust body.
