Using a 10 lb monofilament line, make a loop at the end first by figure 8 knot. Right below this loop, make another loop in the same way but as small as possible (but big enough to tie a hook). About 3 feet down this second loop, make a third loop as small as possible. Also 3 feet down this third loop, make a fourth loop (this does not have to be small).
Now you can tie your reel line to the first loop through a swivel. To the second and third loops, tie a screwtail grub with a 1/0 size hook by loop knot. Lastly, tie a bell sinker in size of 3 oz or higher depending the flow rate to the fourth loop through a snap swivel (or directly).
However, in my experience, if the fish are in the top or shallow layer, just retrieving a screwtail grub on a 1/8 oz jighead is more effective.

So, do you retrieve the rig or let the current provide the action?
Thanks for the info, I live 10 miles or so from the spillway. I've snagged a bunch of these by accident when going after catfish over the years, but I wanted to start going specifically for them since I've heard they are good to eat.
