That's a juvenile channel catfish. Anal fin is too short and presence of spots and the fork in the caudal fin (tail) all indicate this is a healthy Ictalurus puntatus.
I spent half my money on fishing, gambling, alcohol, women and billiards. The other half I wasted.
I think the spots are just a little bit of dirt on the fish. The anal fin has a straight leading edge, not rounded and has way too many rays to be a Channel Cat.
